Council Meeting Attendance, Expense Claim Reporting, & Conference Expenses

This is the second quarterly report for the Mayor and Councillors for the November 2016 to October 2017 year. The report includes the number of meetings that members of Council were scheduled to attend and the actual attendance at the meetings, as well as a reporting of Mayor/Councillor expense claims for February to April 2017.

Scheduled meetings include County Council and Municipal Planning Commission meetings as well as meetings for the Committees/Board/Commissions that members of Council are appointed to as representatives of the County. A listing of the Council appointments to these Committees/Board/Commissions is posted on the County’s website (www.rdcounty.ca).

MEETING ATTENDANCE
- Mayor Jim Wood - 15/17 scheduled meetings (88.2%) Mayor Wood was absent from the March 7, 2017, MPC and Council meetings as he was attending the AUMA Mayors’ Caucus Meeting in Edmonton.
- Councillor Philip Massier - 21/21 scheduled meetings (100%)
- Councillor Jean Bota - 25/25 (100%)
- Councillor Don Church -18/20 scheduled meetings (90%)
- Councillor Connie Huelsman - 17/18 scheduled meetings (94.4%) Councillor Huelsman attended the March 7, 2017, Council meeting via teleconference and was unable to attend the March 7, 2017, MPC meeting due to technical difficulties.
- Councillor Richard Lorenz - 19/21 scheduled meetings (90.5%).
- Councillor Christine Moore - 18/18 scheduled meetings (100%)

Following is the listing of the Mayor’s/Councillors’ honorariums and expense claims for the first quarter from February 1, 2017, to April 30. 2017 (total claims since November 1, 2016).
- Mayor Wood - $ 24,983.65 ($ 49,258.93)
- Councillor Massier - $ 15,364.20 ($ 30,404.40)
- Councillor Bota - $ 15,382.04 ($ 30,889.17)
- Councillor Church - $ 15,505.68 ($ 30,203.14)
- Councillor Huelsman - $ 15,248.10 ($ 30,846.00)
- Councillor Lorenz - $ 15,338.28 ($ 31,352.67)
- Councillor Moore - $ 14,941.92 ($ 29,990.09)

Individual Councillors are allotted an annual amount of $6,500 each with the Mayor being allotted $8,500 for attendance at conferences/seminars/professional development sessions/workshops. This fee includes all expenses related to the conference attendance or participation in the other sessions – registration fees, hotel accommodations, travel costs, mileage, per diems (if claimed) and any expenses (e.g. parking, meals). The policy provides that a member of Council may exceed his/her allotted budget, provided the overall conference budget of $55,000 is not exceeded, by receiving authorization for such overage by way of a Council motion. This approval was given allowing Mayor Wood, Councillor Bota, Councillor Huelsman and Councillor Moore to attend the Federation of Canadian Municipalities Conference in Ottawa, Ontario in June 2017.

The totals paid for Mayor/Councillor attendance and participation at conferences from November 2016 to April 2017 are as follows:
- Mayor Wood - $4,864.68
- Councillor Massier - $2,476.92
- Councillor Bota - $4,530.64
- Councillor Church - $2,964.23
- Councillor Huelsman - $3,064.46
- Councillor Lorenz - $3,773.42
- Councillor Moore - $3,189.92
