At the January 23 Council meeting, Red Deer County approved Ledcor Alberta Ltd. for a 5 year roadway maintenance contract.Red Deer County’s current 5-Year Roadway Maintenance Contract expires on May 31, 2018, and the option for a 2-year extension was not utilized. It was determined that the Maintenance RFP needed to be reviewed and updated to capture the current service level requirements.According to Operations staff, “Red Deer County wanted to ensure that the level of service we were receiving was in line with these service level requirements. Red Deer County has been using alternative delivery services for roadway maintenance since 2001. This strategy has worked well and is a critical component to Operations Services.”The new contract is from June 1, 2018, to May 31, 2023. The RFP was made available on October 19, 2017, and closed on November 22, 2017, at Red Deer County Centre. A total of 9 packages were picked up with 3 contractors submitting proposals.The process used to evaluate the submitted proposals contained three steps. The first step was a generic introduction of the company, and their scope of work, the second step was a very detailed outline of contractor’s methodology of how they would carry out the required work, staffing, equipment, facilities, etc.Finally, the third phase of the evaluation focussed on the pricing component. After all three factored into the scoring, Ledcor Alberta Ltd. was deemed the successful contractor, and was awarded the contract by Council.
