Council Meeting Attendance & Expense Claims

This is the fourth quarterly report for the Mayor and Councillors for the November 2016 to October 2017 year. The report includes the number of meetings that members of Council were scheduled to attend and the actual attendance at the meetings, as well as a reporting of Mayor/Councillor expense claims for August to October 2017.

Scheduled meetings include County Council and Municipal Planning Commission meetings as well as meetings for the Committees/Board/Commissions that members of Council are appointed to as representatives of the County. A listing of the Council appointments to these Committees/Board/Commissions is posted on the County’s website (www.rdcounty.ca).

Meeting Attendance
• Mayor Jim Wood attended 14 of 14 scheduled meetings (100% attendance)
• Councillor Philip Massier attended 17 of 17 scheduled meetings (100% attendance)
• Councillor Jean Bota attended 22 of 22 scheduled meetings (100% attendance)
• Councillor Don Church attended 15 of 15 scheduled meetings (100% attendance)
• Councillor Connie Huelsman attended 18 of 18 scheduled meetings (100% attendance)
• Councillor Richard Lorenz attended 15 of 15 scheduled meetings (100% attendance)
• Councillor Christine Moore attended 16 of 16 scheduled meetings (100% attendance)

In addition to the regular scheduled meetings, members of Council were kept busy during the fourth quarter participating in the EAT Tour, Rural Beautification Tour, the 2017 municipal election, CAAMDC meetings, divisional town hall meetings, 4H events, many community meetings such as local crime watch, recreation board meetings, meetings with provincial government officials and meetings with residents.

Honorariums and Expense Claims
The amounts members of Council are entitled to claim under the terms of the Councillor Remuneration Policy are as follows:
• Mayor annual honorarium - $84,177.11
• Councillor annual honorarium - $59,080.83

For out-of-County travel for attendance at County related meetings, conferences, workshops, seminars, Councillors are entitled to claim a per diem rate of $210 per day.

Councillors are entitled to claim for mileage travelled to County-related meetings/events at a rate of 54 cents per kilometre for the first 5,000 kilometres annually and then at a rate of 48 cents per kilometre (the provincial rate as set by the Canada Revenue Agency). Due to the large geographic area covered within the County’s municipal boundaries, the mileage claims vary substantially as they are dependent on where the Mayor/Councillor resides.

Following is the listing of the Mayor’s/Councillors’ honorariums and expense claims for the fourth quarter from August 1, 2017, to October 31, 2017 (October 20 for Councillor Church). (Total claims since November 1, 2016, shown in italics).
• Mayor Wood $23,821.08 ($ 97,393.09)
• Councillor Massier $14,932.20 ($ 60,416.80)
• Councillor Bota $15,183.84 ($ 61,587.87)
• Councillor Church $13,245.48 ($ 59,263.18)
• Councillor Huelsman $15,363.12 ($ 62,017.20)
• Councillor Lorenz $15,218.40 ($ 62,184.11)
• Councillor Moore $14,907.36 ($ 60,700.01)

Individual Councillors are allotted an annual amount of $6,500 each with the Mayor being allotted $8,500 for attendance at conferences / seminars / professional development sessions / workshops. This fee includes all expenses related to the conference attendance or participation in the other sessions – registration fees, hotel accommodations, travel costs, mileage, per diems (if claimed) and any expenses (i.e. parking, meals). The policy provides that a member of Council may exceed his/her allotted budget, provided the overall conference budget of $55,000 is not exceeded, by receiving authorization for such overage by way of a Council motion. This approval was given allowing Mayor Wood, Councillor Bota, Councillor Huelsman and Councillor Moore to attend the Federation of Canadian Municipalities Conference in Ottawa, Ontario in June 2017.

The totals paid for Mayor/Councillor attendance and participation at conferences from November 2016 to October 2017 are as follows:
• Mayor Wood $8,813.84
• Councillor Massier $2,476.92
• Councillor Bota $8,207.38
• Councillor Church $3,221.48
• Councillor Huelsman $7,956.75
• Councillor Lorenz $3,773.42
• Councillor Moore $7,924.10
